Are Kei Trucks Legal in Hawaii?

We are marking Hawaii unclear rather than guessing, and we want to be explicit about why, because most pages you will find on this question state a confident answer that nothing supports. We could not locate a single Hawaii source — state statute, administrative rule, Department of Transportation guidance, or county vehicle registration page — that addresses kei vehicles, mini-trucks, or FMVSS-noncompliant imports by name. Not one. Anyone telling you Hawaii is definitively open or definitively closed is extrapolating.

What we can say is what the statute does and does not contain. Hawaii's definition of "motor vehicle" at HRS § 286-2 is purely functional: "every vehicle which is self-propelled and every vehicle which is propelled by electric power but which is not operated upon rails, but excludes a moped." Unlike Idaho, it carries no federal-safety-standard condition. Hawaii does impose FMVSS-style conditions on a few classes it chose to name, such as autocycles and neighborhood electric vehicles, but it does not impose one on trucks generally. And HRS § 286-41(c) expressly contemplates registering "an imported vehicle", with an extra disclosure requirement, rather than excluding one.

Set against that, registration in Hawaii is administered county by county by each county's director of finance, not by a single statewide DMV, and every vehicle must hold a current certificate of inspection under HRS § 286-26 before a registration is issued. That means the practical answer can differ between Honolulu, Hawaiʻi, Maui and Kauaʻi, and that a safety inspector's view of a right-hand-drive imported truck is likely to decide the matter in the absence of any written policy. We checked Honolulu and Maui county vehicle registration pages and found no mention of imports, foreign vehicles, federal standards or customs at all.

A note on our own sourcing, since this page is about not overstating things. Hawaii's official statute site, capitol.hawaii.gov, refused all of our automated requests with HTTP 403. The statutory text quoted above is the State of Hawaii's own wording, read from an Internet Archive capture of the official URL dated 3 May 2025, and we have not been able to re-verify it against the live site today. Call your county's director of finance — motor vehicle registration, not the state DOT — describe the vehicle accurately as a Japanese-market import with no FMVSS certification label and a Japanese chassis number rather than a 17-character VIN, and ask whether they will register it and what the safety inspection will require. Ask for the answer in writing or by email.

Because shipping a vehicle to Hawaii is expensive and not easily reversed, resolve the registration question before you buy rather than after the truck is on a boat. We would treat any dealer who assures you Hawaii is straightforward, in either direction, as someone who has not checked.
