Are Kei Trucks Legal in Indiana?

A mini-truck is required to be titled and registered with the BMV. A mini-truck is defined as a truck that: Is powered by an internal combustion engine with a piston or rotary displacement of not less than 660 cubic centimeters (cc); Is 60 inches or less in width; Has an unladen dry weight of 1,600 pounds or less; Can achieve a top speed of not more than 60 miles per hour; Is manufactured with a locking enclosed cab and a heated interior; and Can be operated on a highway. A truck that meets the definition of a mini-truck is not permitted to be operated on an interstate.

Indiana is one of the better-organised states on this question. It has a statutory mini-truck definition at IC 9-13-2-103.1, a dedicated BMV process for titling one, and its own licence plate class. The BMV's page says plainly that a mini-truck "is required to be titled and registered with the BMV", that "A mini-truck is registered with a mini-truck license plate", and that proof of insurance is required to register it. This is not a tolerated grey area; it is a published route with its own paperwork.

The first title has to go through the centre. The BMV states that "Titles for mini-trucks being titled as a mini-truck for the first time in Indiana must be issued by the BMV Central Office Title Processing department," and that this covers vehicles currently titled as something else, such as a truck or an off-road vehicle — if you own one titled another way, "a new title must be issued that declares the vehicle a mini-truck." You complete the Mini-Truck Title Application Packet and mail it in; every later transaction, including transfers and duplicates, can be done at any branch.

For an imported vehicle there is an extra condition. The BMV's Mini-Truck Title Application Checklist states that "All vehicles with ownership documents from another country must follow the National Highway Traffic Safety Administration's (NHSTA) imported vehicles guidelines," and warns that a court order cannot be used as a substitute: "a court order title cannot replace imported vehicle guidelines. If the ownership document for the current vehicle is from another country, all NHSTA requirements must be met." In practice that points back at the federal 25-year exemption and the Customs and DOT import paperwork.

Two criteria in the definition are where a real kei truck can fail, and we want to be direct about it rather than quietly optimistic. Indiana caps a mini-truck at an unladen dry weight of 1,600 pounds or less and a top speed of not more than 60 mph. Plenty of four-wheel-drive kei trucks weigh more than 1,600 pounds dry, and plenty will do better than 60 mph. We found no BMV guidance and no statutory gloss on how the Bureau applies those two figures to a particular vehicle, so they should be checked against the actual truck — its real dry weight and its real top speed — before you buy, not after. There is also an emissions wrinkle: a mini-truck registered in a county that requires emissions testing must be declared emissions exempt on a Vehicle Inspection Report from the test site, submitted at first registration only.

What you can do in Indiana

Check the specific truck against the two hard numbers first: unladen dry weight of 1,600 lb or less, and a top speed of not more than 60 mph. Ask the seller for the figures from the Japanese export certificate, not an estimate. These are the criteria that decide whether Indiana will treat the vehicle as a mini-truck at all.

Download and complete the BMV's Mini-Truck Title Application Packet and mail it to Central Office Title Processing. A first mini-truck title cannot be done over the counter at a branch, so build the posting time into your plans — and if the truck already holds an Indiana title as a truck or an off-road vehicle, you still have to go through Central Office to have it re-declared.

Have the import file ready, because the BMV explicitly requires NHTSA import compliance for any vehicle whose ownership document comes from another country, and explicitly rules out using a court order to get round it. Customs entry paperwork, the HS-7 declaration and the Japanese export certificate with a translation are the documents that matter.

Plan routes without interstates. Indiana's prohibition is in statute as well as on the BMV page, and it applies to the vehicle class rather than to how you drive. Everything else — county roads, state routes, town streets — is open to a registered mini-truck.

Importing a vehicle twenty-five years or older is a federal matter and is settled.
