Are Kei Trucks Legal in California?

California will not register an imported kei truck for road use unless the vehicle is modified and tested under the California Air Resources Board direct import program, a conversion the DMV itself warns may be impossible on a vehicle more than two years old.

California does not single kei vehicles out by name. It does not have to. A Japanese-market kei truck is what the DMV calls a direct import — a vehicle "not manufactured to be used or sold in the U.S." — and California applies one rule to every direct import regardless of size. The vehicle must have been originally built to meet both federal motor vehicle safety standards (FMVSS) and California emissions standards, or else be modified and tested under the California Air Resources Board's direct import program. A kei truck built for the Japanese home market was built to neither.

The practical sequence is set out in the DMV's own Vehicle Industry Registration Procedures Manual. Section 12.050 requires a direct-import applicant to produce "evidence that the vehicle was modified to meet Department of Transportation (DOT) Federal Motor Vehicle Safety Standards (FMVSS)" — either FMVSS labels on the vehicle or a letter from the manufacturer — plus equivalent evidence for EPA standards. Section 12.020 lists the exemptions available to used direct imports, and they run only "through 1975 year model". There is no exemption written for the 1990s and 2000s kei trucks that clear U.S. Customs under the federal 25-year rule. The federal 25-year exemption is an importation rule administered by NHTSA; it does not bind the California DMV, and California has not adopted a matching exemption.

Emissions are a second, separate gate. The DMV's imported vehicle page lists a smog certificate among the things you may need and states that this "applies to gasoline vehicles manufactured after 1968" — which is every kei truck anyone is importing. A grey-market vehicle cannot simply be taken to a smog station: the Bureau of Automotive Repair requires it to be inspected first by a BAR Referee, who issues the label a station then tests against. BAR states plainly that "grey market vehicles rarely meet California or United States Environmental Protection Agency (USEPA) emissions standards when initially imported into the country." The referee route exists and is real, which is why we describe California as conditional rather than a flat refusal — but the DMV's consumer page adds its own warning that for a direct import "over two years old, it may be expensive or impossible to convert the vehicle to meet required standards."

One thing worth correcting, because it is repeated constantly online: the DMV manual does not treat off-highway registration as a fallback for a non-compliant import. Section 12.050 states that vehicles which cannot be converted to comply "cannot be registered for on-highway or off-highway use." We could not establish how consistently field offices apply that sentence, and we have not found any California DMV document that names kei vehicles specifically, grants them a class exemption, or records a decision to revoke kei registrations already issued. We also found no California bill, enacted or pending, that would create a kei-specific registration path. If you are told by a seller that a California green sticker is a guaranteed workaround, ask them to point at the published rule that says so.

What you can do in California

On private land you own or have permission to use, none of this applies — a kei truck needs no California registration to work a farm, a ranch, a vineyard, a job site or a large property, and that is the use the great majority of California buyers put them to.

If you want a registered vehicle on California public roads, the only route the state publishes is to have the truck modified and tested under CARB's direct import program and then inspected by a BAR Referee. Get a written quote and a written opinion on feasibility from a CARB-authorized laboratory before you buy, not after. CARB's helpline is 1-800-242-4450 and the BAR Referee scheduling line is 1-800-622-7733; both are free to call and both will talk to you about a specific vehicle.

Do not buy on the assumption that you can register the truck in another state and then bring the plate to California. California charges registration fees on a direct import within 20 days of the vehicle entering the state, and establishing residency with an out-of-state plate on a vehicle the DMV would not itself register is a separate problem you do not want. Equally, treat any dealer who markets a kei truck as "street legal in California" as someone to walk away from.

Importing a vehicle twenty-five years or older is a federal matter and is settled. Registering one for the road is decided state by state, which is why the answer changes when you cross a line on a map. Does the federal 25-year import rule make a kei truck street legal in California?
