Are Kei Trucks Legal in Iowa?

Iowa law requires the department or county treasurer to refuse both registration and a certificate of title unless the vehicle carries a federal 49 C.F.R. Part 567 manufacturer's label certifying it meets federal motor vehicle safety standards — which no Japanese kei truck has.

Iowa’s statute is about as blunt as this gets. It does not ask whether the vehicle is safe, how old it is, or where you intend to drive it. It asks one question — does the vehicle carry the Part 567 certification label that a manufacturer applies to a vehicle built for the US market — and if the answer is no, it directs the department or county treasurer to refuse both registration and the certificate of title. A Japanese kei truck was built for the Japanese market and carries a Japanese compliance plate, not a Part 567 label. The statute reaches it directly.

The word "shall" matters. This is not discretion a sympathetic county treasurer can exercise differently; it is a mandatory refusal. And because it bars the title as well as the registration, there is no route through getting the vehicle on paper first and arguing about plates later.

Iowa has not built a side door either. Section 321.30 contains exactly one exception, at subsection 2(b), for certain military vehicles originally manufactured for and sold directly to the US armed forces. We searched the full current text of Iowa Code chapter 321 and chapter 321I and found no occurrence of "mini truck", "minitruck" or "mini-truck" anywhere — Iowa has no mini-truck category of the kind Louisiana, Minnesota, Indiana and Kansas have written. A bill to create one was introduced in an earlier General Assembly and did not become law.

The all-terrain and off-road routes do not reach a kei truck either. Iowa Code § 321.1(47A) defines an "off-road utility vehicle" as a "motorized flotation-tire vehicle" with four to eight low-pressure tires, under 1,500cc and not more than 1,800 pounds dry. A kei truck runs ordinary highway tyres, so it is not an off-road utility vehicle; it is an ordinary "motor vehicle" and falls squarely back under § 321.30(2)(a). We found no Iowa DOT page addressing kei trucks or mini-trucks, and no exception in the department's administrative rules at 761 Iowa Admin. Code ch. 400.

What you can do in Iowa

In Iowa a kei truck is private-land equipment. Farms, feedlots, timber, acreages, orchards, campgrounds, grain facilities and job sites all need no Iowa title or registration, and that is where these trucks earn their keep in this state. Bought for that job, a kei truck in Iowa is a sound purchase.

Bought as a road vehicle, it is not. There is no inspection to pass, no equipment upgrade, no engineer's report and no "classic" or "antique" workaround that produces a Part 567 label, because that label can only be applied by the manufacturer at the time of build. Be sceptical of anyone selling into Iowa who implies otherwise, and do not send money on the basis of a plan to register.

If you want Iowa to change, the change has to come from the legislature — § 321.30(2)(a) is statute, so neither the Iowa DOT nor a county treasurer can create an exception administratively. Other states have added a statutory mini-truck category; Iowa has not.
