Are Kei Trucks Legal in Oregon?

This is one of the few states where the refusal is published in plain words by the registering agency itself, rather than inferred. Oregon DMV gives kei vehicles their own heading on its Vehicle Types page and says they cannot be titled or registered. The stated reason is construction standard, not age: the vehicles were not built for U.S. highways, and Oregon treats that as disqualifying regardless of how old the vehicle is or what federal import exemption it entered under. The 25-year FMVSS exemption at 49 CFR 571.7 clears a kei truck through U.S. Customs; by Oregon DMV's published account it does not clear it onto an Oregon road.

The one titling route DMV names is the Class IV all-terrain vehicle. ORS 801.194(2) defines a Class IV ATV as a vehicle that travels on four or more tires "designed for off-road use only," is capable of cross-country travel over natural terrain, has non-straddle seating and a steering wheel, has a dry weight of 3,500 pounds or less, is 75 inches wide or less, and "was originally manufactured for off-road use only." DMV repeats that last criterion in its own Title and Registration Handbook, Chapter L: Vehicle Types. A Japanese kei truck was manufactured for on-road use in Japan, so on the face of the definition it does not qualify, and we could not establish that any kei truck has in fact been titled in Oregon as a Class IV ATV. A Class IV ATV title would not authorise highway use in any event — DMV notes that all ATV transactions other than titles are handled by the Oregon Parks and Recreation Department.

This position is contested and has been the subject of live legislative activity. House Bill 4063 in the 2026 Regular Session was titled "Relating to Kei trucks" and would have permitted people to title and register kei trucks in Oregon and created rules, with a criminal penalty of up to $1,000, for operating one unlawfully on a highway. As at the date we checked, the Oregon Legislative Information System showed the measure still in the House Committee on Transportation, with no enactment recorded. Until a bill like that passes, the DMV page above is the operative published position. Anyone buying into Oregon should re-check it rather than rely on this page alone — kei policy has moved in both directions in several states every year since 2021.

What is left in Oregon is genuinely off-road. A kei truck can be bought, imported, owned, insured as property and used on land you own or have permission to use — a farm, a ranch, an orchard, a vineyard, a warehouse yard, a job site, a private campus. Oregon DMV's refusal is about titling and registration for highway use, not about ownership.

We will not suggest a workaround, because we could not source one. Oregon DMV names only the Class IV ATV title, and on the statutory wording a kei truck does not appear to meet it. Registering a vehicle in another state in order to drive it in Oregon is not a route Oregon DMV's published guidance recognises, and it is not advice we are in a position to give. If you live in Oregon and need a road-legal vehicle, a kei truck is not currently it — and anyone selling you one on the basis that it is should be asked to show you the Oregon DMV page that says so.
