Are Kei Trucks Legal in Missouri?

Some vehicles are not manufactured for importation into the United States. In order for a certificate of title to be issued, the department requires any motor vehicle imported by a registered Missouri motor vehicle dealer, or an individual, which vehicle is not manufactured for importation into the United States, to be inspected by a member of the Missouri State Highway Patrol. At the time of the inspection, the Missouri State Highway Patrol will complete a Vehicle Examination Certificate, Form 551.

Missouri does not single kei trucks out, and that is the point. The Department of Revenue has a standing, published rule for exactly the class of vehicle a kei truck belongs to — one imported into the United States that was never built to US standards — and that rule describes how to title it, not how to refuse it. The vehicle is examined by a member of the Missouri State Highway Patrol, who completes a Vehicle Examination Certificate (Form 551) verifying the vehicle identification number, and the application for an original Missouri title goes in with that certificate attached.

The Department's own Motor Vehicle Titling Manual confirms what comes out the other end. It defines a "NON-USA-STD MOTOR VEHICLE" as "A motor vehicle not originally manufactured in compliance with United States' emissions or safety standards," and states that "An original Missouri certificate of title will be issued with the brand code 'Non-USA-Std Motor Vehicle' on the title." That brand is permanent: the manual notes that designations on an out-of-state title indicating a non-USA-std vehicle are carried forward to any subsequent Missouri certificate of ownership. It is a disclosure, not a disqualification.

Title is the gateway to plates. The same manual, setting out section 301.190 RSMo, states that "No registration or license plate shall be issued for a motor vehicle or trailer unless the applicant has applied for a certificate of ownership." We found no Missouri statute, regulation or Department of Revenue publication that excludes a titled Non-USA-Std vehicle from registration, and none that mentions kei trucks, mini-trucks or microvans at all. On that record Missouri treats an imported kei truck as a motor vehicle like any other, with an extra inspection and a branded title.

Two practical caveats we want to be straight about. Missouri runs a biennial safety inspection under section 307.350 RSMo, performed by stations regulated by the State Highway Patrol; the Titling Manual's exemption list covers new vehicles, low-speed vehicles, historic vehicles, street rods, trailers and a few other categories, and an imported kei truck is not on it. We could not establish how a right-hand-drive 660cc vehicle built to Japanese standards is assessed at a Missouri inspection station, and that is the step most likely to vary by inspector. Separately, owners in the St Louis and Franklin county emissions area face an emissions inspection for vehicles rated 8,500 lb GVWR or less.

What you can do in Missouri

Schedule the Highway Patrol examination early. The Titling Manual advises contacting the Highway Patrol or the St Louis City/County Auto Theft Unit at least four weeks in advance, and the resulting Vehicle Examination Certificate is valid for six months from the date of inspection — so book it before the clock on your 30-day title application starts, not after.

Keep the import file together: the Customs entry paperwork, the Japanese export certificate with an English translation, and the bill of sale. The Form 551 examination is about confirming the vehicle is what the documents say it is, and a thin paper trail is what turns a half-hour appointment into a second trip.

Expect the Non-USA-Std brand and price it in. It will appear on your title and on every title after it, and it is worth telling a buyer about up front when you come to sell. It does not restrict how or where you drive the truck.

Ask your inspection station about the biennial safety inspection before you buy, not after you have a truck sitting in the driveway with a 30-day clock running.
